DISTINGUISHING FEATURES OF THE CLASS: The work involves planning and implementing special education services to children, birth to five (5) years of age, enrolled in the Early Intervention and Preschool Programs at the Erie County Medical Center Corporation.
This is a professional teaching position involving the assessment of children suspected of having cognitive and/or social/emotional delays and providing special education services to children with special needs in accordance with New York State Education Law Section 4410 and Sections 200.
7 and 200.
6 of the regulations of the Commissioner of Education.
Work is performed under the general direction of a higher ranking administrative employee.
Supervision may be exercised over lower level staff.
Does related work as required.
TYPICAL WORK ACTIVITIES:
Conducts special education assessments to determine academic ability, developmental level, behavior and skills; prepares assessment reports;
Plans and provides special education services in the child’s least restrictive environment as outlined in the Individualized Family Service Plan (IFSP) or Individualized Education Plan (IEP);
Plans, develops and implements age-appropriate educational outcomes and goals for the students;
Maintains regular communication with families/caregivers, general education teachers and other treatment team members;
Prepares and maintains records and reports;
Represents Pediatric Educational and Diagnostic Services (PEDS) – ECMC at IFSP and Committee on Preschool Special Education (CPSE) meetings;
Attends and participates in team conferences.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of current methods of teaching special education; thorough knowledge of the principles and practices of special education for children who are learning disabled, emotionally disturbed and/or have other handicaps requiring special education; good knowledge of Early Intervention and Preschool Special Education Programs; good knowledge of Individualized Family Services Plans and Individualized Education Plans; ability to conduct special education assessments; ability to develop teaching plans to meet individual requirements of students; ability to work within a multi-disciplinary treatment team; ability to establish and maintain effective working relationships; ability to communicate effectively, both in writing and orally; ability to travel to various sites within Erie County; ability to prepare and maintain reports and records; good understanding of child development; sound professional judgment; excellent time management and organizational skills; capable of performing the essential functions of the position with or without reasonable accommodation.
MINIMUM QUALIFICATIONS:
Possession of one (1) of the following valid teaching certifications* as issued by the New York State Education Department at the time of appointment:
Permanent Teaching Certification in Special Education;
Professional Teaching Certification in Special Education;
Provisional Teaching Certification in Special Education;
Initial Teaching Certification in Special Education;
Permanent Teaching Certification in Students with Disabilities (Birth – Grade Two);
Professional Teaching Certification in Students with Disabilities (Birth – Grade Two);
Provisional Teaching Certification in Students with Disabilities (Birth – Grade Two);
Initial Teaching Certification in Students with Disabilities (Birth – Grade Two).
*NOTE 1: Incumbents must maintain a valid New York State teaching certification as allowed in the minimum qualifications throughout the duration of appointment.
SPECIAL REQUIREMENT:
Possession of a valid New York State Driver License and use of a private automobile at time of appointment;
Section 424-a of the Social Services Law requires the local social services district to inquire whether the applicant is the subject of an indicated child abuse or maltreatment report on file with the State Central Register of Child Abuse and Maltreatment.
All potential employees for this position will be requested to sign the necessary clearance form prior to being advised that they will be hired.
Refusal to sign will be cause for an automatic non-selection.
NOTE 2: Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.
